What the heck does a black dot on an envelope mean?

What the hell does a black stamp on the envelope mean? I posted a question in the "hints and cheats" forum and out of every question posted there, mine is the only one that seems to have been "black balled". What is the scoop? I thought the forum on this site would be a good place to get answers to hints and cheats that you publish. Well, the one that I asked about does not work or is so obscure as to be worthless. You said to let you know if a hint or cheat didn't work and you would yank it. So yank the damn thing already~!!~

I'm not entirely sure what you're asking, is it about a pic similar to this

? If so then that just means it's a thread that you've posted in (this thread should have a black dot too). If you mean something else then please elaborate.
