MTV Music Generator isn't a bad proggie to play with for making little ditties.

Arnold, you may also enjoy Sonic Foundry's ACiD series of sample looping tools or Steinberg's Cubase VST/24. I've used ACiD for about 2 years and really find it the easiest for creating small or large loops for a physical sampler. There are also lots of extra CDs with tons of different loop-kits from tribal to hip-hop to acid-jazz to ambient.

The demo is pretty useless since it comes with no .wav loops to play with.
