850 million isn't much when compared to past appropriations to NASA. during the space race NASA was getting much more (the exact number escapes me, seems like it was a billion dollars or something like that, in 1960s dollars).

OK, found some numbers. $19,408,134,000 for the whole apollo program, which was about 10 years long. that means this one program cost approximatly 1.9 billion dollars a year.
