What does this mean, didnt Sony and Rockstar have a contract?

It means nothing. Console market does NOT = PC market.

The only thing a PC version of GTA Vice City does is give Xbox fans who refuse to buy PS2 the chance to play it.

It was announced a good while ago, as a matter of fact the game is set to release soon.

WTF... i thought the game is exclusively for ps2 until 2004 as i heard at least, why are they makin it for pc.

PS2 is the only CONSOLE that gets it. PC gaming is a totally different thing.
