We've been down this road umpteen times.
He has given us a choice because our devotion to him would mean nothing if he forced it with his own hand.
Just because he knows what will happen does not mean that he has pulled all the strings to bring it about. It just means he knows. He did not plan for the world to be in the state it is. He hoped for constant fellowship with humankind. Original sin in the garden of Eden separated us from him. The Bible is clear that this fact caused God to grieve. It's all part of the choice he gave to man.
He would judge someone for murdering a child (or anyone) because he told us not to kill other human beings. If you directly violate his laws, he will probably not stop you, but he will judge you (unless you have been redeemed).
Being born of a rape is no fault of the child's - why should they die for it?

This has come up before, but I feel it's definitely worth mentioning again. I think it's awesome that you guys ask questions about Christianity. I certainly encourage people to challenge the faith. If you TRULY challenge it (and by that, I mean you actually read the Bible to see what it says), I am confident that God will reveal his truth to you.
I speak from experience: when you find the truth of God in his Word, you will be amazed that you could not see it before - it is SO blatant.
