But there was 1 time when I saw this 1 car I had never seen before in Broker I think. It looked like the new Bentleys.
I got into it did a 180 degree turn and no joke, there were literally about 8 of them!
But I hadn't experienced it this bad at all with any other car just this one.

With GTA3 it just seemed to be a limit on the amount of data the game can keep in memory. So if it could only store half a dozen car types you would only see those cars. That's until you find a location that will always have a different car type, which then replaces one of the cars in memory with the new one and suddenly what seemed to be a rare car is now everywhere.
It was also why a street full of cars could change simply by rotating the camera, because once they were out of sight the game stopped tracking them.
The only open-world game I've properly played since GTA3 is Crackdown on the 360 which lacked those technical issues to a certain extent, able to keep track of a fair amount of off-screen data and keep the car variation quite high, so I imagine GTA4 will be closer to that than GTA3. It's only a reasonably minor technical detail anyway, not something that should detract from the game itself.
