The ePSXe emulator isn't because technically it allows you to play games you already own, but downloading games you don't own from those links would be naughty, assuming they aren't full of viruses or malware. As it stands this post is probably allowed under the piracy rule, assuming the PS1 is considered an older system:

So even if this isn't the work of a virus-peddling spam bot it breaks the forum rules.
