As I understand it (it's a point that has been repeated again and again during various discussions) even the Euro PS3s have some element of PS2 hardware in it. Quote from a random comment in a UK discussion:

Which would suggest that the Euro PS3 had just enough PS2 hardware to make PS2 games playable. Obviously that was just based off a similar comment that lots of people have brought up, so there's still something of a
[citation needed] before I could be sure of it.
I can't see there being many who would be bothered by the loss though. PS2s are plentiful and cheap.
