That's the thing, they can't cache into the HDD. 40% of Xbox 360s don't have an HDD, so when developers are developing their games, it's as if they're developing for a console without a hard-drive.
And creating a code where it makes the game run better on an Premium 360 then pisses off the Core pack owners. It's lose-lose.

They can certainly do it, but they have to sabotage it to work on the Core as well. See Oblivion, and such games.
But as I said earlier, I do think that the exclusion of a standard hard-drive was the biggest mistake in the 360's features.
